THE STATE HISTORICAL SOCIETY OF WISCONSIN 816 STATE STREET MADISON, WISCONSIN 53706 LESLIE H. FISHEL, JR., DIRECTOR November 10, 1964 TO: Presidents, All Affiliated Local Historical Societies FROM: Leslie H. Fishel, Jr. SUBJECT: Federal Equal Opportunity Act of 1964 (Anti-Poverty Program) At the luncheon of our Annual Institute for Local History last month, I called the attention of the group present to this act and the possibilities of its applicability to local historical societies. Governor Reynolds had circulated a letter to state agencies which spelled out the details of this program and I will copy the pertinont parts of that letter here: "Title I, Part C provides an opportunity for needy college students to gain valuable work experience in our state departments while earning. much needed money. Funds are available from the federal government to finance 90% of a student's salary while he is employed in one of the departments. "These proposals should be designed to accomplish the work of your department which you have been unable to do because of lack of staff time, turnover; fluctuating work-loads, etc. These are not to be "make work" projects. "You should indicate the type of work that needs to be done, the qualifications of the students you desire, the rate of pay which is appropriate for the work, and the approximate duration of the work, Although restrictions are few, the following are pertinent: (1) The work cannot displace existing workers (2) The work should be in a program authorized by the legislature (3) The students are limited to 15 hours weekly during school and full time during vacations. "If the work will be near one of the State Universities (Eau Claire, Stevens Point, etc) send the information to the President of the nearest State University. If the work will be in the Madison area or near one of the University of Wisconsin extension centers, send the information to: Miss Martha Peterson, Special Assistant to the President, 307 Van Vleck, University of Wisconsin, Madison. Students from private universities are also eligible. Requests to employ them should be sent to the president of the appropriate college or university. The academic institutions will refer the students to you and although the details are not final, they probably will be on tne unversity's payroll." The original deadline for these requests has passed, but I understand that the program itself has been delayed so that a late ircuiry would not be out of place. Furthermore, it might well be that some of you do not want students until mid-1965, so that your application would be welcome for a future date. The Society would be interested in knowing how many local societies take advantage cf this program and what kinds of results you have. If there are questions which we can answer, please let me know. He was released from the hospital the first of the month, but is not expected back for several weeks.
