This booklet is prepared so that it might properly inform prospective purchasers of the nature and mode of operation of the Forest Mound Cemetery Association. We hope these questions and answers will properly inform you about this Cemetery Association. We invite your further inquiries. What is the Forest Mound Cemetery Association? The Association is a legal organization under the provisions of Chapter 157 of the Wisconsin Statutes, whose function is to operate and administer the Cemetery. Who are members of the Association? All lot owners are members and are entitled and welcomed to attend Association meetings to elect Trustees and determine policies of the Association. Who governs the Association? The business affairs are administered by a nine member Board of Trustees. These Trustees are elected by the lot owners and serve without pay. Where is the Cemetery located? The Cemetery is located on North Madison Street in the city limits of Waupun, only a moments drive or walk from most parts of the City. The adjoining End of the Trail Park is often used for memorial ceremonies. The grounds are open at all reasonable hours to accommodate those wishing to view the burial sites of friends or loved ones. How old is the Cemetery? In 1962 the Cemetery completed its 100th year of operation. During that period, 4,300 burials were made on the Cemetery grounds. Are there any burial sites available? Yes. You have at least 2,850 sites from which to make your selection. Where are these burial sites located? These burial sites are situated on high land, appropriately landscaped with shrubs and trees, and are scattered throughout the Cemetery grounds. What is the cost of a burial space? The present price is $75 per burial space. Of this sum, 331/3% ($25) is paid to the Perpetual Care Fund. The percentage of the purchase price allotted to the Perpetual Care Fund is your assurance that the burial site will always receive proper care. Many other cemeteries apportion a much smaller amount to the Perpetual Care Fund, some as small as 10% or 15%. What is a Perpetual Care Fund? This is a special fund established by law to insure the future care of the burial spaces. Our fund now totals over $127,590 (1962). Only the income is used to provide for the present and future care of burial spaces. The size of this Fund is your assurance that all burial sites in the Forest Mound Cemetery will never lack proper care. Some cemeteries operate with a much smaller fund, and a buyer should consider the question of what care will be given the burial site if and when the fund of that cemetery is depleted. What safeguards are imposed against the misuse of our Perpetual Care Fund? Each year our Perpetual Care Fund, its receipts, expenditures and investments are examined by the Fond du Lac County Court. Are Perpetual Care Accounts kept separate? Yes. Each lot owner has an individual Perpetual Care account open for his inspection. Your pro-rata share of income and expenses are credited and debited to this account. Any excess of income accrues to your account. Do we need cash for the purchase of a burial site? No. You may buy a burial site with a small down payment and periodic payments thereafter. However, burial sites must be fully paid when internment is made. In addition, you pay no service charge or interest on the unpaid balance. Compare this with the charge made by some cemeteries. May I resell my burial space? The Cemetery Association guarantees that it will repurchase any two or more adjacent spaces in the same lot at your original purchase price. Is there a charge for opening a grave? Yes. Currently a charge of $45 is made for the digging or opening of each adult grave (less for infant graves). Association Trustees believe this charge will not be increased for many years and are willing to offer a Guaranteed Price. Some cemeteries will not guarantee a grave opening price, and many charge a much higher price. Do we need a special type of burial vault? No. Any permanent type burial vault is sufficient. You arrange for this vault with your funeral director. What kind of a marker is required? You are free to select any reasonable type marker that you may desire. Certain lots are restricted to a flat surface marker, but this is fully explained at the time you purchase the lot. You may purchase your marker from any one you wish. We are not in the business of "tying your hands" and requiring that you buy the marker from our Cemetery Association as some cemeteries do. Who installs the base for the marker? In order to assure all lot owners that proper bases are provided for all markers, and to insure that the cemetery remains attractive and orderly in appearance, the Association installs the bases for your markers. The average cost ranges from $5 to $25, according to the type of marker. Compare this cost with some other cemeteries who charge as high as $60 or $70 for a base. What restrictions are placed on urns and flowers? As long as the urn and flowers are reasonable and correspond to the generally accepted custom of the Cemetery, you are free to provide these as you see fit. You may rent an urn from the Association if you wish. Why can the Forest Mound Cemetery Association provide all these services and privileges at lower costs than many other cemeteries? The first reason is that the Cemetery is not operated for profit. Since there are no stockholders who make a profit, any profits resulting from the operation of the Cemetery belong to the lot owners, and are used to further reduce the operating costs. Secondly, the Association has no salesmen who receive a commission on the sale of lots. When lots are sold by a salesman, he of course receives part of the money you pay as his commission. When you buy a lot from our Association, you become a member, and all of the money goes to your account. Where can we obtain more information about the Cemetery and where can we buy a lot? Any of the members of the Board of Trustees will be happy to assist you. May we suggest that the Association Secretary, Mr. Leif Olson, with offices at the National Bank, and Mr. Wilbert Kastein, Sexton, are best qualified to render this assistance. When should we buy a lot? This is entirely your decision. We do not for see an immediate increase in any of the costs connected with our Association, and the prices stated herein may remain constant for years. However, we do submit that it is wise for any family to acquire suitable burial space while all members of the family are able to assist in the selection. In many cases, upon a death of some member of the family, the surviving members must arrange for the many details connected with a funeral, and are unable to devote sufficient time or attention to the selection of a proper burial site. Why publish this pamphlet? Nothing is more certain than death and you cannot forever ignore the need of adequate burial facilities. We feel your selection of a burial site is an important decision, and that you should consider the following factors in making this selection : a. Availability for your loved ones by reason of location, b. Economical costs and methods of operation, c. Freedom to select your own vault and marker, d. The assurance of continued care, guaranteed by a strong Perpetual Care Fund, e. Scenic beauty offered by appropriate landscaping, shrubs, trees, and your choice of urns and flowers, f. A burial site situated among your friends and relatives, g. A right to have a voice in the continuing operation of the cemetery, h. A complete explanation of your contract before signing and paying your money. There must be no hidden costs or unexplained features of your rights and liabilities. We strongly urge that, before you purchase any burial space, you obtain all the facts relating to your purchase. We publish this pamphlet so you may have all of the knowledge concerning our cemetery, and may consider the factors above, when you compare our cemetery with any other.
