Booklet on Constitution, By-Laws and Rates, Adopted by the WAUPUN - BOARD of Fire Underwriters, November 8, 1882. The name Edwin Hillyer is hand written and stamped on the cover. This belonged to the Waupun Library Assoc. at one time, was numbered 1986. It was printed by, Eli & C. E. Hooker, Printers, 1882. Inside cover page indicates Date, Owener or Occupant, Occupancy, Street, No. of Risk, Class, Stories, Occupants, Building, Contents, and Remakrs. These are in columns. CONSTITUTION. ARTICLE 1. This Association shall be called the LOCAL BOARD OF UNDERWRITERS. ART. 2. The officers shall consist of a President, Vice President and Secretary, to be elected annually on the lot Wednesday of October of each year, who shall hold their offices for one year, and until their successors are elected. ART. 3. The object of this Board shall be to fix and maintain just and equitable rates upon all insurable property within the corporate limits of Waupun, Wisconsin. ART. 4. All rates shall be adjusted and fixed in open Board meeting, and not otherwise. After a rate has been once fixed by the Board it shall not be altered or amended unless a notice of such change has been given at a previous meeting of the Board, and no rate shall be reduced excepting for an improvement in the risk. ART. 5. The meetings of this board shall be held at 7:30 o'clock P. M. on the 1st Wednesday of each month, at such place as may be designated by the President and Secretary. ART. 6. This constitution may be altered or amended by a two-thirds vote of all of the members of the Board; Provided, notice of such change has been given at a previous meeting. ART. 7. In all voting relative to any change in rates a majority vote of all members of the Board must be had in order to prevail. In all voting, each firm shall be entitled to one vote. ART. 8. There shall be a Rate Committee of three members, to be selected by the Board. NO member shall, in any way, directly or indirectly, make or promise any rebate, or return any premium on policies issued by him, to any customer. SEC. 2. No member of this Board shall, in any way, indicate to any person that he (the agent) may succeed in getting a lower rate fixed upon the property of said person. SEC. 3. In case any rate shall be changed, such change shall at once be reported to every member of this Board by the Secretary, and by them to each company they represent. SEC. 4. No member shalt, in any way, by word or intimation, indicate to a customer, or any person not a member of this Board, the vote or disposition of himself or any other member regarding any particular rate or risk. SEC. 5. It shall be the privilege atm duty of the members of this Board composing the Bate Committee to examine, at any time, the books and records of any agent, also a member of this Board, to ascertain whether or not said agent has written on a risk at a less rate than that adopted by this Board, upon complaint being made to them by any member of this Board at any regular meeting thereof; and it shall also lie the duty of any member of this Board to make such complaint against any other member, should it come to his knowledge that said agent has issued a policy or renewal if insurance on any risk within the territory covered by this Board at a less rate than that made and adopted by this Board. SEC. 6. It is a violation of the rules of this Board to write or renew any sum on two or more buildings, or two or more divisions of a building separated by entire walls, or on buildings and contents. SEC. 7. No member of this Board shall write on mercantile stocks for a term of over one year. SEC. 8. No member of this Board shall write term risks on business buildings except as follows: Two and one-half times the annual rate for three years; four times the annual rate for five years. SEC. 9. Any member of this Board who shall write, place, or cause to be placed, a risk in violation of the rules or tittles of this Board snail he compelled to cancel such policy or policies issued thereon, and shall be debarred from again writing upon such risks, directly or indirectly, for one year thereafter, and pay such fine as the Board shall assess, which fine shall not be less than $10. SEC. 10. The following specific form of policy shall be adopted by this Board in writing upon mills and manufacturing establishments: $...............on building $...............on machinery $...............on engine and boiler $...............on stock SEC. 11. All members of this Board shall charge short rates for every risk written for a less term than one year, and in case of cancellation of policy at instance of the assured, short lutes shall be charged in every case, except only where the return premium is applied in payment of a new policy on the same risk, bearing even date with cancellation. SEC. 12. Any application for reduction of rates shall he laid over until next meeting of the Board for action, except by the unanimous vote of all members of this board. PLEDGE. We, the undersigned, hereby agree that we will faithfully abide by the foregoing articles of Constitution and By-Laws, and also the tariff of rates herewith attached, adopted by this Board: and that we will honestly and truly, without equivocation or mental reservation. support and maintain the same.
