Context

The AFL–CIO's Solidarity Day march in Washington, D.C., in September 1981, came a few weeks into the Professional Air Traffic Controllers Organization (PATCO) strike, during which then-President Ronald Reagan fired 12,000 air traffic controllers. The Solidarity Day march drew between 260,000 and 500,000 people. District 31 has the largest active membership in the UMWA, but covers the smallest geographic area, representing workers in northern West Virginia and eastern Ohio.
