Two cheerleaders in front of the band with ear muffs on. That and the bare trees suggested a late fall/early winter scene.
It is slightly blurry, so can't see the house number in back or faces very well, suggesting movement.
Suggestions from Facebook post stated this was probably during the Noblesville Christmas Parade.
