Pub. Papers of Gov. Clinton
Vol IV – p 38 # 1761 –
[ ] P’sie Sept’r 16 1778.
Gentlemen, His Excellency the Gov. being informed by the officer who conducted the last flag, that the Enemy at New York have determined to suffer no more flags to come down by water until a flag with notice thereof be previously sent in by hand, & their conduct for that purpose obtained supposes the sending down those persons who refuse to take the Oath is become rather disagreeable to them – that they, therefore, mean to retard this Business as much as possible.
He is, therefore, determined for this as well as for other Reasons to detain Messrs. Fletcher Matthews & Thomas Bull for exchange & directed me to inform you of this & to request that you will cause them to be confined in Goal [Gaol] accordingly, where it is his Pleasure they receive similar treatment with that of our subjects who have & are confined in the Provost Goal at N.Y. until they can effect their Exchange. This letter deliv’d to the Sheriff will be a suff’t warrant to him for receiving the Prisoners into his custody & confining them accordingly. I am &c. Robt. Benson, P. Secy To the Commiss'rs for detect'g Conspira- cies &c Orange County.
Similar letter to the Albany Commissioners. [?]
