Scope and Content

A certificate awarded to Charles W. Hill from the Governor and Directors of the Federal Reserve Bank of Boston for his service "in connection with the placing of the 'Victory' Liberty Loan of April 1919." It is signed by the chairman of the board of directors Frederic H. Curtiss, and governor Charles A. Morss. The "Victory" Liberty Loan was the last series of war bonds proffered by the government in the efforts to fund World War I. Although individual citizens did purchase these war bonds, the effort was heavily funded by financial institutions.
