This study will help fill the gap. It focuses mostly upon the strategic Hampton Roads' area, using it as a case study for a broader discussion of U.S Army engineers and national defense policies. Clary's treatment is straightforward and uncontroversial, often pedantic in tone. A book of this nature demands adequate maps and explanatory drawings, but unfortunately, few are included. Its bibliography is excellent, however, and the book makes a good reference source. For university and large public collections. -Raymond L.
