Freedman's cottage constructed ca. 1886 by H.L. Graddick, an African American mariner, and/or his son, H.T. Graddick, captain of the schooner Robert E. Lee, who also built 10 Council Street. More diminutive than its neighbor 14 Council, this cottage retains its simple two-bay front facade with closed gable, despite numerous additions to the rear.
