The article focuses on the opinion of the landowners of Ebey's Prairie; specifially Clyde Wagner. Wagner said that he was forced into action of road construction on Ebey's Prairie because attempts to compromise with those trying to preseve the land was not working. The attempts to come to an agreement were either "denied, delayed or postponed" by the county. Wagner said he wanted to take action before the "value of the development rights would be practically nothing".
