From the Coupeville Aracadia book, page 115 (excerpts): Ilah Lindsay Engom (age 19), she bought Fort Casey Dry Cleaners in 1941, standing with her 1935 Chevrolet. Cash and Carry - now Toby's Tavern, plumbing business, Wiley's Service.
PNRO: page 160: built about 1875, sold in 1890, (at some poiont called Whidbey Mercantile Company), 1896 Coats and Co. ran a store, 1930s sold gasoline on the side of the building (Cash and Carry), late 1930s as a tavern, Toby's Tavern.
