Conversation turned to the production of The Chronicle. Our friend, Mac Mackenzie, put the question cleanly and sharply, ~hy the hell d 1 0 w~ nee~ ~not her pape,r?" Then he smiled, sat back and waited. And hes sttll waiting! So, heres a try at answering your question, Mac. First, lefs draw one premise. It is that Central Whidbey is a community. Coupeville is its heart. 1t has the county seat, a hospital. schools, churches, stores, farms, a post office-things one commonly expects to find in a community. It has its people, people who live, play, work hurt, enjoy, share and suffer together. But they have no 'voice', no paper! We think our community needs its own 'voice' - one that speaks for it, about it and to it. We think a paper can provide such a 'voice. And here, Mac, we will mix metaphors and say that a paper really is the social 'glue' that helps to •stick' a community together. Whether or not The Chronicle will be that 'glue· remains to be seen. In planning its publication, we looked hard at existing conditions. We asked whether or not its publication would jibe with the Central Whidbey Chamber of Commerce's goal of 'promoting' the interests of the community. We judged the answer to be yes. We think The Chronicle will be a vehicle for low-cost advertising and promotion both within and outside the community. We wondered whether or not the community could afford to support a paper. Our figures indicated enough sources of revenue within the area to go ahead. We swallowed hard, and found the answer to be, again-yes. Another matter of real concern was what The Chronicle should be. We made a firm decision. The Chronicle would not and will not be another 'Monday Morning Shopper'! Mac, it is intended to be readable, entertaining and informative. Upbeat is another good descriptive word for it. We think the community deserves more, and there certainly is a broad range of news materials to do more. So, The Chronicle will leave most of the fast-breaking news to our neighboring, or outside, newspapers. They have the capacity to do that on a regular basis~ we don't.. Not that we won't try to 'scoop 'em· when we can! Finally.hke the cocky Little eagle flexing his muscles elsewhere on this paget we may be a bit presumptuous . But, The Chronicle is going to fly, and fly well. See you over coffee tomorrow, Mac. D ar Editor, or e era! year , I have sat in my shop, with a clo e view of Grace creet between Coveland & Front Streets. Many times. The legislation also commemorate the early active settlement during the years of the Donation Land Law (1850-1855) as well as the growth since 1883 of the historic town of Coupeville. Following enactment of the legislation, the Island County Planning Department , the Town of Coupeville Planning Department, and the National Park ervice began to develop a plan for the protection, preservation, and interpretation of the area. The Town of Coupeville and J land county set up a joint town and county citizens planning commiuee of twelve person from various interest groups who could be affected by the reserve. For eight months the committee met and identified 18 sub-areas within the re erve. The e were evaluated in terms of their potential for public u e, preservation, and private u e. Attempts were made to trike a balance between the recognition of property ownership right and the public desire to determine the destiny of the land . Through the efforts of these concerned citizens and local planner , a concept developed which makes Ebey's Reserve a truly unique ational Park Service area. ~ality two, the Club meets the first Thursday of each month at Dean Manor at 7:30 P.M . In addition, the committee recommended the creation of a trust board made up of three representatives from the Town of CoupeviJle, three from residents within the r:eser e, one at large from Island County, two from appropriate tate agencies, and one from the Department of the Interior to manage the area when the re erve i developed and operating. Three major critical area were identified in the final plan - Ebey's Prairie; Crockett Lake, including Keystone Spit; and Grasser' Hill and Lagoon. In conjunction with tho e areas. the plan call for the federal government's limited purcha e of 150 to 200 acres of Jand for 14 interpretive way ide pull-offs. It also call for the acquisit1on of development rights, scenic easements, and architectural controls of over 2,000 to 2,500 acres of land within these critical areas . A few months later on the open bluffs overlooking Admiralty Inlet, Park Service Director Russell Dickenson signed the contract for the purchase of the Smith Farm witne sed by a crowd of 200 to 300. The farm wa purchased for Jes than half its actual value, for the landowners had donated more than that amount to the govemmem. Over a decade of concern and effort had finally paid off; the landowners and the environmentalists had achieved their goal . Walt Sewell, who ma terminded the nearby hor e hoc pit , once again led a project to provide more recreat10nal facilities at the Coupeville ity Park. In 1980. Walt , together with the American A ociation of Retired People constructed a horse hoe pit at the park Thi time, the project was a huffleboard court. The Coupeville ions Club donated the concrete and other labor nece ary to complete the project. Although the striping had not been completed as this paper goe to pre s, it won 't be long before citizen may be able to enjoy the facility (which is located next to the horseshoe pits in the par ). Other local contributers to the project were : BiJI Engle who volunteered to remove dirt with his backhoe; Ted Hanks who et up the concrete forms and shot the transit· and Don Wiggins who filled in pe; gravel with Walt, MeJ Croon, and Frank Steadman. For the past three years, the National Park Service, working with the variou levels of local and state governments, has been preparing for the development of the Re erve. To complete the project, lands and development rights still need to be purchased, exhibits constructed, road ide pull-off built and , eventually, the coastal trail across the bluffs opened to the public . Transfer of full responsibility to the local trust board will take place after development is completed. Participation by community member wa the key to ucce in the completed project. According to Walt, " ... it's ju t the beginning of recreational facilities in the Park!" "An Inn hy the Sea" The fields, woodlots, farms, and ome beaches within the re erve are privately owned .
