Context

A City Treasurer's Notice (Installment Notice) payment card addressed to Hattie S Race of Coupeville, Washington, postmarked from Seattle, February 23rd, 1912. The payment card references an annual installment on the assessment roll for Local Improvement District Number 1464, created under Ordinance Number 15767, providing for the improvement of 3rd Avenue West, from Aetna Street to West Etruria and certain parts of certain other streets and avenues therein named, by Walks, under the mode of "Payment by Bonds". The notice states that payment should be made on this annual installment on or before the 23rd of March, 1912, or else should become delinquent and accrue an interest of 7 cent per annum until paid. The amount due on this payment card is $12.86. The payment card references Lot 1, Block 65, Addition "Denny & Hoyt". Denny & Hoyt refers to Seattle investors Arthur Denny and John P. Hoyt, who purchased the original homestead claim property owned by William A. Strickler. Strickler disappeared in 1861, leaving his land unoccupied. Seattle attorney Thomas Burke sued the city to force the sale of the Strickler homestead land claim, which was conducted via a sheriff's auction on November 19th, 1897. Denny and Hoyt bought the land for a winning bid of $20,641.68 at auction. The area in which this land, and the referenced Lot 1, Block 65 is located, is now known as Fremont in Seattle. The ordinance this payment card is referencing was introduced in April 1907.
