Stamped at top with coat of arms, title "Canada" Partial text "We, undersigned Officers of Volunteer Militia Force of Canada examined 2nd Lieutenant T.W. Elliott...and find that he is shown his competency and fitness for the position of a Company Officer and that he is entitled to hold a SECOND CLASS Certificate..." Dated Montreal, 15th January 1873.
