This would have been used either by a doctor or nurse to administer medications, though it is possible that whoever owned this might have been using it for non-medical purposes, as drug abuse was and remains common among sex workers.

Context

Supported by the sheer quantity of syringe parts and medicine bottles found in the Storyville area, as well as historical records (oral history confirms), the presence of so many medical implements and self-acclaimed (high addictive) substances even just at this location certainly supports the narrative that life in Storyville might not have been the constant party it's made out to be in modern media.
