Use

While difficult to say with any certainty, the size and delicacy of the chain denote its intended use as having been purely decorative.

Context

The vast majority of people who lived and worked in Storyville were impoverished women of color and immigrants who worked for room and board. The women who worked Basin Street had a completely different experience, though the wealth of their clients translated only to higher earnings for the business as a whole, and not necessarily the individual women. While some of the women made names and reputations for themselves, as can be seen in the Bluebooks where certain women had their names and addresses advertised, the majority saw little of their earnings. It was common for Brothel Madams to charge the women working in their establishments for room, board, wardrobe, and more.
